Perspective - in the words of President Obama

"Now, America has arrived at a crossroads. Embedded in American soil and the wind and the sun, we have the resources to change. Our scientists, businesses and workers have the capacity to move us forward. It falls on us to choose whether to risk the peril that comes with our current course or to seize the promise of energy independence. For the sake of our security, our economy and our planet, we must have the courage and commitment to change.

It will be the policy of my administration to reverse our dependence on foreign oil, while building a new energy economy that will create millions of jobs. We hold no illusion about the task that lies ahead. I cannot promise a quick fix; no single technology or set of regulations will get the job done. But we will commit ourselves to steady, focused, pragmatic pursuit of an America that is free from our energy dependence and empowered by a new energy economy that puts millions of our citizens to work.

Today, I'm announcing the first steps on our journey toward energy independence, as we develop new energy, set new fuel efficiency standards, and address greenhouse gas emissions. Each step begins to move us in a new direction, while giving us the tools that we need to change.

First, we must take bold action to create a new American energy economy that creates millions of jobs for our people. The American Recovery and Reinvestment Plan before Congress places a down payment on this economy. It will put 460,000 Americans to work, with clean energy investments and double the capacity to generate alternative energy over the next three years. It will lay down 3,000 miles of transmission lines to deliver this energy to every corner of our country. It will save taxpayers $2 billion a year by making 75 percent of federal buildings more efficient. And it will save working families hundreds of dollars on their energy bills by weatherizing 2 million homes."

New national office in Sydney
EBA has moved its national office to Sydney and we are again co-located with the Australian Institute of Architects. The new address is 3 Manning Street, Potts Point (mailing PO Box 5374, Sydney, NSW 2001) and the phone number is 02 9358 1800.

Policy work
In the immediate term EBA is finalising submissions to Government on the White Paper; Renewable Energy Target; and the pre-Budget submission. A call went out to all members for their input in mid January, but if you have a vitally important aspect to discuss for inclusion please email Fiona Wain this week.

EBA events for 2009
EBA's first event will be on 19 February and will be held in the auditorium at our new Sydney office. It will be a scene-setter for the rest of the year's events and we are inviting representatives of key business, community, environmental and scientific organisations to help build a strategy to strengthen Australia's response to environmental, social and economic challenges. Details will be emailed to members shortly. Following EBA events throughout the year will take an in-depth look at key solutions and how best to implement them.

Membership of EBA - time to commit 2009 will be a pivotal year and EBA needs everyone's support to make sure our important role continues to have the impact on policy development and new markets for the environment industry and cleantech sector. EBA's role in helping to shape solutions has never been more important as we face the challenge of climate change and the ongoing turmoil on financial and economic markets. But now truly is the time to be driving 'The Global Green New Deal' as it is referred to by the UN and President Obama. Our challenges are many, but so are our opportunities if we work hard to turn ideas into commercial reality. We know that a number of our member companies are facing a very uncertain future and this is a very stressful time for many of our friends and colleagues. Please can we encourage those of you receiving this newsletter, who are not yet members, to add your support in a tangible way by becoming a financial member now and helping your industry association do what it does best.

Lochard launches AirTrak-Carbon Manager
3.12.08 AirTrak-Carbon Manager enables airports to easily assess and track aircraft carbon emissions. Without accurate knowledge of aircraft emissions, managing and reporting on an airport's overall carbon footprint is impossible. Established methods, using average times in mode, have been shown to over-estimate emissions by up to 30%. Lochard's AirTrak-Carbon Manager uses actual flight track data. This delivers a very accurate assessment of aircraft emissions, broken into individual flight phases to reveal emissions specific to each segment e.g. taxiing or time in holding zone. AirTrak-Carbon Manager helps airports accurately compute and view carbon emissions from the entire aircraft operation including the Landing and Take Off (LTO) cycle and en route. By receiving continuous automated information, airports can accurately assess the impact of carbon reduction measures and report emissions trends. AirTrak-Carbon Manager provides detailed information for environmental reporting to airport stakeholders and input to planning decisions. AirTrak-Carbon Manager is Lochard's first subscription module directed at aircraft emissions after several successful noise management modules. It is currently undergoing trials at Stockholm Arlanda airport in Sweden; one of the internationally recognised leaders in airport carbon efficiency. AirTrak-Carbon Manager continues Lochard's approach of developing application focused web-based modules, each providing key support to airports. AirTrak-Carbon Manager is the fourth such module after recent successful launches of WebTrak-Display, WebTrak-Investigate and WebTrak-FlyQuiet. The modules leverage existing Lochard infrastructure in client airports. As a result they are low cost and rapidly deployable. Lochard helps over 130 airports manage their environmental impact worldwide. Currently more than 30 airports are using the new Lochard subscription modules, including Heathrow, Chicago, Los Angeles and Sydney.

SKM Wins Global Business Achievement Award
12.1.09. Leading engineering, sciences and project delivery firm, Sinclair Knight Merz (SKM) has been recognised by the well regarded Environmental Business Journal with a Gold Medal for Business Achievement. The Award, in the Large Firms category for organisations with revenues greater than US$100 million, will be officially presented to SKM next month at EBJ's Environmental Industry Summit in San Diego. It recognises SKM's outstanding revenue growth of approximately 30% annually over the past five years. In 2007-08, SKM's revenues broke the A$1 billion barrier for the first time. SKM Water & Environment General Manager, Geoff Linke said the Award from a highly respected environmental industry publication is also recognition of the firm's growing global ability to service clients in dealing with significant environmental issues. "Aside from our traditional markets in Australia and New Zealand, we are now bringing our skills to clients in the United States, Europe, South America and across Asia, on a range of water and environmental projects," Mr Linke said. Parsons Brinckerhoff the first carbon neutral infrastructure consultancy
PB Director of Sustainability Darren Bilsborough said PB saw no reason to delay this important step. "We have the understanding and skills to become carbon-neutral - why postpone this until 2010 or beyond? "To achieve carbon-neutral status PB had to first audit its carbon footprint, reduce emissions and then offset those emissions we could not eliminate. We then had our audit independently verified by Carbon Planet. "The 2008 audit was the first comprehensive measure of our carbon emissions - it provides a benchmark for future years. To mitigate the balance of its carbon emissions, estimated at approximately 1,000 tonnes of CO2 per month, PB purchased diversion from landfill offsets from the Southern Metropolitan Regional Council (WA). Diversion from landfill has the dual benefit of reducing waste and reducing production of methane - a gas 21 times more potent than carbon dioxide. "PB made this selection with great care - the offsets are independently verified as ‘outstanding' by Carbon Offset Watch and Choice and are registered through the Australian Greenhouse Office (AGO).

Solar industry cash dries up
The Age. By Royce Millar, 27.1.09. Australia is forfeiting billions of dollars in investment and thousands of jobs through its lack of support for solar energy, according to European companies that have shunned the sunburnt country. An Age investigation has found that potential investors courted by federal and state governments have rejected Australia, the world's sunniest continent, citing a lack of business incentives such as tax breaks and the nation's unwillingness to regulate in favour of renewable energy.

Better Place names Evan Thornley as CEO of Australian operating company
21.1.09. Better Place, the world's leading mobility operator, has appointed Evan Thornley, a successful technology entrepreneur and former member of the Victorian Parliament, as chief executive officer in Australia. Thornley will oversee the development of the Better Place electric vehicle network in Australia, helping enable car manufacturers to switch to electric vehicle production. "We have a massive, transformative solution for oil independence, and I am excited that Evan will be leading our efforts in Australia," said Shai Agassi, Founder and CEO, Better Place. "Evan's deep technology expertise, capital raising experience and previous entrepreneurial success will be critical as we roll out the supporting infrastructure and make sustainable transportation a reality for one of the world's largest nations." Thornley founded and served as chairman and CEO of Looksmart Ltd (NASD: LOOK), an Internet search advertising company. Looksmart is one of only a handful of Australia companies to be successfully taken public on the high-tech NASDAQ Exchange. After retiring from Looksmart in 2002, Thornley returned to Australia to contribute to public policy issues. He was elected from the Southern Metropolitan Region to the Legislative Council in the Victorian Parliament and served as Parliamentary Secretary to the Premier. Prior to LookSmart, Thornley worked with management consultants McKinsey & Company in Melbourne, Kuala Lumpur and New York. In October 2008, Better Place announced agreements with AGL Energy and Macquarie Capital Group to raise an initial funding round of $1 billion (AUD) and begin deploying an electric vehicle network in Australia. Macquarie will raise the capital for network deployment, and AGL will provide electricity from renewable sources to power the electric vehicles as well as network and grid expertise.

Wong proposes voluntary carbon offset standard
16.1.09. CEDaily. The Department of Climate Change has released draft guidelines for businesses and others that want to voluntarily offset their emissions, either because they won't have emissions trading obligations or because they will have obligations but want to do more.

Gross feed-in tariff scheme
The Age 29.1.09. In a confidential memo, high-ranking officers of Victoria's Department of Sustainability and Environment have told Environment Minister Gavin Jennings that the proposed net feed-in tariff would do nothing for photovoltaic (PV) solar panel numbers in Victoria. The memo forecasts that under the Government model, only 10,000 solar systems would be installed by 2020, the same as expected with no subsidy. This compares to 70,000 systems under a more ambitious "gross feed-in tariff" where households, businesses, farmers and community groups would receive a premium payment, well above the standard electricity rate, for all renewable power they generate, including what they use themselves. The Victorian Government rejected this scheme citing high costs to households but the Department memo puts the real cost per household at a maximum of $7 a year for a gross feed in tariff. Their figures were based on modelling by consultants McLennan Magasanik Associates. The Government's own Sustainability Commissioner, Ian McPhail, is among those backing the alternative gross feed-in tariff scheme. "My personal view is to encourage the Government to reconsider its policy on the net feed-in tariff, which provides unintentional protection for the existing coal-fired generators," Mr McPhail said.

Regulators on demand management
Australia's top energy regulator, the Australian Energy Market Commission (AEMC) has rejected measures to reduce power bills and greenhouse emissions which were proposed by the Total Environment Centre (TEC)'s Rule Change Package. After a year of deliberation, the AEMC knocked back proposals which would have required electricity companies to help consumers reduce bills. TEC's Rule Change Package presented a strategy to make power companies prioritise energy efficiency over building more polluting infrastructure. "Demand Management would reduce the risk of blackouts, creating a sustainable, supply aimed at the entire electricity grid, instead of simply meeting increasing demand," said TEC's Director, Jeff Angel.

NGERS proposed amendment
A consultation paper outlining a proposed amendment to the National Greenhouse and Energy Reporting Act 2007 (NGER Act) has been released on the Department of Climate Change website www.climatechange.gov.au/reporting. The proposed amendment would remove the requirement for the Greenhouse and Energy Data Officer to publicly disclose corporate-level energy production data. This would address identified concerns in relation to publication of corporate-level energy production totals. The proposed amendment does not change reporting requirements for corporations under the NGER Act. Data collected from corporations under the NGER Act will continue to underpin Australia's National Energy Statistics and provide information on energy flows within the Australian economy. Consultation on the proposal will close on Tuesday 17 February 2009. 12.1.09: Boral Timber has announced a chain of custody certification for its hardwood product range, demonstrating its commitment to securing a sustainable future for Australia's natural resources. Chain of custody certification (AS 4707-2006) confirms that Boral Timber hardwoods are sourced from certified and legal sources and the company can prove traceability of its wood materials from the forest through to the sale of its products to customers. This helps consumers to support sustainably managed timber harvesting and timber processing, which is vital for the long-term future of Australia's forestry and wood product resources. Boral Timber sources the bulk of its hardwoods from Australian Forestry Standard (AFS) certified forests - the only forestry certification scheme in Australia to have an Australian Standard (AS 4708-2007). Specifically designed for Australian conditions, more than 95% of Australian certified forestry is AFS-certified. The Boral Timber Chain of Custody, linked to the Australian Forestry Standard, was awarded through an independently audited process carried out by the Engineered Wood Products Association of Australasia (EWPAA) - accredited by JAS-ANZ. 13.1.09 Australia's next generation of sustainability leaders are being invited to apply for a place in a highly regarded leadership program that has been likened to a Green MBA.

Run by the not-for-profit Centre for Sustainability Leadership, the Future Sustainability Leaders program has operated out of Melbourne for the past four years, producing more than 100 graduates working in business, law, science, engineering, health, government, the arts and the not-for-profit sector. A Sydney program will also be offered for the first time in 2009.

The Centre for Sustainability Leadership's mission is to change the world by creating the next generation of sustainability leaders. Its flagship course, the Future Sustainability Leaders program, targets young professionals and university students. Secretary Clinton announces appointment of Special Envoy for Climate Change, Todd Stern
27.1.09. "With the appointment today of a Special Envoy, we are sending an unequivocal message that the United States will be energetic, focused, strategic and serious about addressing global climate change and the corollary issue of clean energy. The Special Envoy will serve as a principal advisor on international climate policy and strategy. He will be the Administration's chief climate negotiator. He will be leading our efforts with United Nations negotiations and processes involving a smaller set of countries and bilateral sessions. Because the main cause of climate change is the burning of fossil fuel and because the solution rests with our ability to shift the global economy from a high to a low carbon energy base, the Envoy will be a lead participant in the development of climate and clean energy policy. He will participate in all energy-related policy discussions that, across our government, can have an impact on carbon emissions, and will be looking for opportunities to forge working alliances. Todd brings a vast experience in the private sector and government. While he worked as a senior advisor in the Clinton White House, he coordinated the administration's overall efforts on climate change, and was the senior White House representative at the United Nations climate negotiations in Kyoto and Buenos Aires." "Containing climate change will require nothing less than transforming the global economy from a high-carbon to a low-carbon energy base," said Mr Stern "But done right, this can free us from our dependence on foreign oil and become a driver for economic growth in the 21st Century."

Obama aims for oil independence
President Barack Obama has ordered a review of whether states can set car emission standards. This challenges a Bush administration decision which favoured a national standard for vehicle pollution and which helped pit automotive companies against new California standards. Mr Obama ordered the Environmental Protection Agency (EPA) to review its refusal of a waiver which had previously allowed California to set its own - stricter - vehicle emission and fuel efficiency standards. California Governor Arnold Schwarzenegger had asked Mr Obama to reverse the Bush administration's insistence on a single, national standard. California wants a 30% reduction in motor vehicle greenhouse gas emissions by 2016, achieved by improving fuel efficiency standards. President Obama also ordered the transportation department to come up with new short-term rules on how carmakers can improve fuel efficiency. A 2007 law required that new cars and trucks produced by 2020 obtain 35 miles per gallon of fuel (about 15km/litre). However, then-President George W Bush did not put in place the regulations to enable the law to be carried out. The new rules Mr Obama wants to put in place would mean the new standard is reached by 2011, the New York Times said.
